mesta z vizijo: dialog v urbani skupnosti / cities with a vision: dialogue in the urban community

Ste se kdaj vprašali, kako bi bila videti mesta, če bi kolo postalo prevladujoče prevozno sredstvo? Projekt Društva Mariborska kolesarska mreža in Društva Ljubljanska kolesarska mreža je to vizijo začel uresničevati v Mestni občini Maribor in Mestni občini Ljubljana. Njegov osrednji cilj je bil spodbujati kolesarjenje kot zdravo, dostopno in trajnostno alternativo motoriziranemu prometu ter prispevati k razvoju boljše kolesarske infrastrukture in pravičnejših prometnih politik v obeh mestih. Motoriziran promet ima namreč številne negativne družbene učinke, med drugim povečane izpuste toplogrednih plinov, onesnaženje zraka in okolja, hrup, prometne zastoje, slabšo kakovost bivanja ter pomanjkljivo in pogosto neustrezno varno kolesarsko infrastrukturo.

Izziv so naslavljali z aktivnim ozaveščanjem in informiranjem javnosti o številnih prednostih kolesarjenja ter z načrtnim krepitvijo sodelovanja med občinami, kolesarskimi skupnostmi in drugimi deležniki. Njihov pristop je temeljil na raznolikih javnih dogodkih, okroglih mizah, razpravah in delavnicah, v okviru katerih so prisluhnili potrebam lokalnih skupnosti ter spodbujali odprto izmenjavo mnenj in idej.

Za podporo trajnemu dialogu in lažji dostopnosti informacij so vzpostavili tudi spletno platformo, namenjeno povezovanju deležnikov in deljenju znanj ter dobrih praks. Čeprav so na voljo številni načrti in strategije za razvoj trajnostne mobilnosti, njihovo uresničevanje pogosto zavirajo različni sistemski in izvedbeni izzivi. Po zgledu uspešnih tujih praks so zato stremeli k vzpostavitvi trajnega sodelovanja med občinami, kolesarsko skupnostjo in drugimi akterji, saj so verjeli, da lahko le s povezanim in vključujočim pristopom dosežejo boljše rezultate ter večjo učinkovitost prizadevanj za trajnostno mobilnost.

Kaj smo dosegli

  • Izdelani sta bili 2 celoviti analizi stanja kolesarske infrastrukture (Maribor in Ljubljana) in 2 akcijska načrta, pri čemer je bilo v vsakem mestu identificiranih vsaj 20 konkretnih infrastrukturnih potreb.
  • Ozaveščanje o pomenu kolesarjenja in trajnostne mobilnosti je doseglo več kot 100.000 ljudi, prek spletne in medijske promocije ter javnih dogodkov.
  • V projektne aktivnosti je bilo neposredno vključenih več kot 5.500 oseb, med njimi:
    • 617 sodelujočih v anketi o kolesarski klimi,
    • 316 sodelujočih v evalvacijskem vprašalniku,
    • 1.900 udeležencev ozaveščevalnih akcij,
    • 700 udeležencev kritičnih mas,
    • 2.000 udeležencev mobilnih kolesarskih delavnic.
  • Razvite so bile interaktivne smernice za vključevanje javnosti (Orodjarna), poslane 100 občinam; 59 % udeležencev delavnice za občine je potrdilo njihovo uporabnost v praksi.
  • Vzpostavljen je bil neposreden vpliv na odločevalce, saj smo nagovorili 20 pristojnih organov, prejeli 5 vsebinskih odzivov, izvedli 2 terenska ogleda in 2 fokusni delavnici z uradniki, predlogi pa so bili upoštevani v lokalnih procesih (npr. CPS).
  • Okrepljeno je bilo sodelovanje partnerskih organizacij, pri čemer je 9 od 20 partnerjev (45 %) potrdilo povečanje znanja, izkušenj, mreženja in lastnih razvojnih kapacitet.

Projekt je povezal Mariborsko kolesarsko mrežo in Zeleno akcijo iz Zagreba z namenom izmenjave znanj in dobrih praks na področju trajnostne mobilnosti ter skupnostnih kolesarskih delavnic. Na študijskem obisku v Zagrebu so se udeleženci seznanili z delovanjem skupnostne kolesarske samopopravljalnice, primeri urejanja kolesarske infrastrukture in uspešnimi zagovorniškimi pristopi nevladnih organizacij.

Projekt je prispeval h krepitvi organizacijskih kapacitet, vzpostavitvi dolgoročnih čezmejnih povezav ter večji ozaveščenosti javnosti o pomenu trajnostne mobilnosti. Pridobljena znanja in izkušnje so bila predstavljena širši zainteresirani javnosti v Mariboru, kar podpira nadaljnji razvoj skupnostnih praks in aktivnega državljanstva v mestih.

Projekt povezuje Ljubljansko kolesarsko mrežo in zagrebško organizacijo Sindikat biciklista z namenom krepitve čezmejnega sodelovanja na področju trajnostne mobilnosti. V projektu smo s hrvaškim partnerjem podelili ključne rezultate izvornega projekta, ki vključujejo analizo kolesarske infrastrukture, smernice za vključevanje javnosti, zagovorniške prakse ter dobre primere urejanja prostora v Ljubljani.

Osrednja aktivnost je bila tridnevna serija delavnic v Ljubljani, ki je združila predstavitve, terenske oglede, kolesarske študijske ture in interaktivne delavnice vzajemnega učenja. Projekt je okrepil kapacitete obeh organizacij, poglobil sodelovanje ter spodbudil pripravo akcijskega načrta in novih skupnih projektov, s čimer pomembno prispeva k razvoju kolesarjem prijaznih mest na obeh straneh meje.

Have you ever wondered what cities would look like if cycling became the dominant mode of transport? A project implemented by the Maribor Cycling Network and the Ljubljana Cycling Network began turning this vision into reality in the municipalities of Maribor and Ljubljana. Its main objective was to promote cycling as a healthy, accessible, and sustainable alternative to motorised transport, while contributing to the development of improved cycling infrastructure and fairer transport policies in both cities. Motorised traffic has numerous negative societal impacts, including increased greenhouse gas emissions, air and environmental pollution, noise, traffic congestion, reduced quality of life, and insufficient or often inadequately safe cycling infrastructure.

The challenge was addressed through active awareness-raising and public information on the many benefits of cycling, alongside the systematic strengthening of cooperation between municipalities, cycling communities, and other stakeholders. The project’s approach was based on a wide range of public events, roundtables, discussions, and workshops, which provided space for listening to local communities and encouraging open exchanges of ideas and perspectives.

To support ongoing dialogue and improve access to information, an online platform was also established to connect stakeholders and facilitate the sharing of knowledge and good practices. Although numerous plans and strategies for sustainable mobility exist, their implementation is often hindered by various systemic and operational challenges. Drawing on successful international practices, the project therefore sought to establish lasting cooperation between municipalities, cycling communities, and other actors, believing that only a coordinated and inclusive approach can deliver better outcomes and greater effectiveness in advancing sustainable mobility.

What we achived

  • Two comprehensive analyses of the state of cycling infrastructure were produced (Maribor and Ljubljana), along with two action plans, identifying at least 20 concrete infrastructure needs in each city.
  • Awareness of the importance of cycling and sustainable mobility reached more than 100,000 people through online and media promotion and public events.
  • More than 5,500 people were directly involved in project activities, including:
    • 617 participants in a cycling climate survey,
    • 316 participants in an evaluation questionnaire,
    • 1,900 participants in awareness-raising actions,
    • 700 participants in Critical Mass rides,
    • 2,000 participants in mobile cycling workshops.
  • Interactive guidelines for public participation (the “Toolbox”) were developed and sent to 100 municipalities; 59% of participants in municipal workshops confirmed their practical usefulness.
  • Direct influence on decision-makers was established, as we engaged 20 competent authorities, received 5 substantive responses, carried out 2 site visits and 2 focus workshops with officials, and saw proposals taken into account in local processes (e.g. Sustainable Urban Mobility Plans – SUMP).
  • Cooperation among partner organisations was strengthened, with 9 out of 20 partners (45%) confirming increased knowledge, experience, networking, and internal development capacities.

The project brought together the Maribor Cycling Network and the Zagreb-based organization Zelena akcija with the aim of exchanging knowledge and good practices in the field of sustainable mobility and community bicycle workshops. During a study visit to Zagreb, participants learned about the operation of a community bike self-repair workshop, examples of cycling infrastructure development, and successful advocacy approaches used by non-governmental organizations.

The project contributed to strengthening organizational capacities, establishing long-term cross-border connections, and raising public awareness about the importance of sustainable mobility. The knowledge and experience gained were presented to a wider interested public in Maribor, supporting the further development of community-based practices and active citizenship in urban environments.

The project brings together the Ljubljana Cycling Network and the Zagreb-based organization Sindikat biciklista with the aim of strengthening cross-border cooperation in the field of sustainable mobility. Within the project, key results of the original project were shared with the Croatian partner, including an analysis of cycling infrastructure, guidelines for public engagement, advocacy practices, and good examples of spatial planning in Ljubljana.

The central activity was a three-day series of workshops in Ljubljana, combining presentations, field visits, cycling study tours, and interactive mutual-learning workshops. The project strengthened the capacities of both organizations, deepened cooperation, and encouraged the preparation of an action plan and new joint projects, thereby making a significant contribution to the development of cyclist-friendly cities on both sides of the border.
