Slovenski stanovanjski trg zaznamuje pasivna stanovanjska politika, ki premožnejšim omogoča obravnavo stanovanj kot vira dobička, medtem ko večini prebivalstva otežuje dostop do varnega in dostojnega doma. Zaradi izrazitega pomanjkanja neprofitnih stanovanj in nedosegljivosti lastniških stanovanj je vse več ljudi prisiljenih v tržni najem. Ta pa je pogosto drag, nestabilen, slabo reguliran in zaznamovan z diskriminacijo, zaradi česar imajo najemniki zelo omejene možnosti za učinkovito uveljavljanje svojih pravic.

V projektu Neznosna nedostopnost bivanja je IŠSP – Inštitut za študije stanovanj in prostora sistematično ozaveščal o pravicah najemnikov ter jim nudil brezplačno pravno in vsebinsko svetovanje. Pripravljen je bil priročnik o pravicah najemnikov, ki ponuja jasne usmeritve za ukrepanje v primerih kršitev. S sodelovanjem z najbolj ranljivimi skupinami na najemnem trgu – priseljenci, mlade družine, LGBTQ+ osebe in osebe z oviranostmi – ter z zbiranjem njihovih izkušenj je projekt osvetlil razsežnost diskriminacije in spodbudil aktivno prijavljanje kršitev najemniških pravic.

Ker stanovanjske stiske kljub poglobljeni stanovanjski krizi ostajajo premalo vidne v javnem prostoru, so ves čas trajanja projekta potekale tudi spletne in medijske ozaveščevalne aktivnosti, s katerimi so krepili razumevanje stanovanjske problematike in spodbujal odzivanje ob kršitvah pravic. Na podlagi analize spletnih oglasov, individualnih svetovanj, zbranih pričevanj najemnikov ter analize dostopnosti stanovanjskega trga je bilo pripravljeno poglobljeno poročilo o kršitvah pravice do dostopa do primernega doma, naslovljeno na odgovorne institucije z jasnimi zahtevami po odzivu in ukrepanju.

Kaj smo dosegli

  • Dosegli smo visoko ozaveščenost javnosti o diskriminaciji na najemnem trgu, z 41 medijskimi prispevki in več kot 20.900 unikatnimi obiski platforme Najemniški SOS,
    • Facebook: doseg 2900 oseb, število interakcij 408, število klikov na povezave 92,
    • Instagram: doseg 18.400 oseb, število interakcij 950, število klikov na link 165.
  • Najemnikom in organizacijam smo zagotovili konkretna orodja za zaščito pravic, z izdajo priročnika za najemnice_ke (300 izvodov) in dodatnimi spletnimi vsebinami.
  • Neposredno smo pomagali 62 najemnikom, ki so prejeli individualno svetovanje pri reševanju kršitev najemniških pravic, tudi v primerih grozečih deložacij.
  • Spodbudili smo prepoznavanje diskriminacije, saj je bilo zbranih 16 pričevanj o diskriminatornih praksah na stanovanjskem trgu.
  • Vzpostavili smo sistem rednega spremljanja kršitev najemniških pravic, v sodelovanju s štirimi nevladnimi organizacijami in z rednim obveščanjem pristojnih institucij.
  • Vsaj 10 zabeleženih/prijavljenih primerov kršitev pravic najemnikov in diskriminacije na stanovanjskem področjuje bilo posredovanih zagovorniku načela enakosti.
  • Najemniško problematiko smo umestili v javno in strokovno razpravo, tudi z objavo poročila o stanju na najemnem trgu, ki je bilo naslovljeno tudi na odločevalce.

Projekt je povezal Danes je nov dan in hrvaško organizacijo Kuća ljudskih prava Zagreb pri skupnem naslovljanju stanovanjske in najemniške krize. S projektom so okrepili zagovorniške kapacitete obeh organizacij skozi izmenjavo znanj, dobrih praks in pristopov k spremljanju kršitev na najemnem trgu.

V Zagrebu je potekal delovni sestanek in dogodek za hrvaške NVO, aktiviste, raziskovalce in odločevalce, na katerem je bilo predstavljeno stanje najemniškega trga v Sloveniji ter predlogi za izboljšave. Dane je nov dan je okrepil svoje kapacitete za zagovorništvo ter komuniciranje najemniške krize, specifično preko mehanizmov za poročanje o vladavini prava ter spoštovanja mednarodnih konvencij. Projekt je okrepil čezmejno sodelovanje, povečal prepoznavnost problematike in postavil temelje za nove zagovorniške pristope v obeh državah.

The Slovenian housing market is shaped by a passive housing policy that enables wealthier individuals to treat housing as a source of profit, while making access to safe and adequate housing increasingly difficult for the majority of the population. Due to a severe shortage of non-profit housing and the inaccessibility of owner-occupied housing, a growing number of people are forced into the private rental market. This market is often expensive, unstable, poorly regulated, and marked by discrimination, leaving tenants with very limited opportunities to effectively assert their rights.

Through the project Unbearable Housing Inaccessibility, the Institute for Housing and Spatial Studies (IŠSP) systematically raised awareness of tenants’ rights and provided free legal and practical counselling. A tenants’ rights handbook was developed, offering clear guidance on how to respond in cases of rights violations. By working closely with the most vulnerable groups on the rental market—migrants, young families, LGBTQ+ persons, and persons with disabilities—and by collecting their experiences, the project shed light on the extent of discrimination and encouraged the active reporting of violations of tenants’ rights.

As housing insecurity remains insufficiently visible in the public sphere despite the deepening housing crisis, the project continuously carried out online and media awareness-raising activities to strengthen public understanding of housing issues and encourage action in response to rights violations. Based on an analysis of online housing advertisements, individual counselling cases, collected testimonies from tenants, and an assessment of housing market accessibility, the project produced an in-depth report on violations of the right to adequate housing, addressed to responsible institutions with clear demands for response and action.

What we achived

  • We achieved a high level of public awareness of discrimination in the rental housing market, with 41 media contributions and more than 20,900 unique visits to the Najemniški SOS

    • Instagram: reach of 18,400 people, 950 interactions, 165 link clicks
  • We provided tenants and organisations with concrete tools to protect their rights, by publishing a Tenant Handbook (300 copies) and additional online resources.
  • We directly supported 62 tenants, who received individual counselling in addressing violations of tenant rights, including cases involving the risk of eviction.
  • We encouraged the recognition of discrimination, collecting 16 testimonies of discriminatory practices in the housing market.
  • We established a system for the regular monitoring of violations of tenant rights, in cooperation with four non-governmental organisations and through regular notification of relevant institutions.
  • At least 10 documented and reported cases of tenant rights violations and housing discrimination were referred to the Advocate of the Principle of Equality.
  • We placed tenant-related issues on the public and professional agenda, including through the publication of a report on the state of the rental housing market, which was also addressed to decision-makers.

The project brought together Danes je nov dan and the Croatian organization Kuća ljudskih prava Zagreb to jointly address the housing and tenants’ crisis. Through the project, both organizations strengthened their advocacy capacities by exchanging knowledge, good practices, and approaches to monitoring violations in the rental housing market.

A working meeting and an event for Croatian NGOs, activists, researchers, and decision-makers were held in Zagreb, where the situation on the rental housing market in Slovenia and proposals for improvements were presented. Danes je nov dan strengthened its capacities for advocacy and communication on the tenants’ crisis, specifically through mechanisms for reporting on the rule of law and compliance with international conventions. The project reinforced cross-border cooperation, increased the visibility of the issue, and laid the groundwork for new advocacy approaches in both countries.
