Obvezna smer DI je bil zagovorniški in ozaveščevalni projekt Muzeja norosti, ki je z edinstvenim pristopom na presečišču kulture, sociale in izobraževanja opozarjal na sistemske kršitve človekovih pravic ljudi, nameščenih v zavodih za dolgotrajno oskrbo v Sloveniji. Projekt je izhajal iz dejstva, da so ljudje v institucijah pogosto segregirani in socialno izključeni zgolj zato, ker država še vedno zaostaja pri razvoju ustreznih podpornih storitev v skupnosti.

V času priprave Strategije za dezinstitucionalizacijo je projekt ozaveščal javnost in odločevalce o obveznostih Republike Slovenije, ki izhajajo iz Konvencije ZN o pravicah invalidov in Smernic ZN za dezinstitucionalizacijo, ter v ospredje postavljal osebne izkušnje ljudi iz institucij. Poseben poudarek je bil namenjen opozarjanju na nevarnost navidezne dezinstitucionalizacije, pri kateri se institucionalne prakse ohranjajo pod novimi imeni. Projekt je prispeval k večji vidnosti glasov nevidne manjšine ter krepitvi javnega pritiska za razvoj storitev v skupnosti, ki temeljijo na človekovih pravicah, dostojanstvu in evropskih vrednotah.

Kaj smo dosegli

  • Informirali in ozavestili smo 1.582 obiskovalcev Muzeja norosti o pomenu dezinstitucionalizacije in kršitvah človekovih pravic v institucijah.
  • Izvedli smo nacionalno zagovorniško kampanjo »Kakšna norišnica!«, v okviru katere smo zbrali 1.670 podpisov podpore dezinstitucionalizaciji.
  • S 5 ozaveščevalnimi videi smo dosegli 87.191 ogledov na družbenih omrežjih in YouTubu.
  • Vzpostavili smo močan dialog z odločevalci, vključno s predstavitvami kampanje predsednici DZ, ministrom, državnim sekretarjem in Varuhu človekovih pravic.
  • Povezali in aktivirali smo 12 nevladnih organizacij, ki so sodelovale pri ozaveščanju, zbiranju podpisov in javnih razpravah.
  • Prispevali smo k preprečitvi deložacije stanovalcev Doma na Krasu, z javnim pritiskom, zagovorniškimi aktivnostmi in sodelovanjem z odločevalci.

Projekt je nadgradil kampanjo Kakšna norišnica, s katero je Muzej norosti ozaveščal o pravicah ljudi, zaprtih v totalnih ustanovah, ter spodbujal podporo dezinstitucionalizaciji, in sicer s turnejo mednarodnega simbola dezinstitucionalizacije, modrega konja Marca Cavalla, ki je prvič obiskal Slovenijo ter se ustavil v Dutovljah, Hrastovcu, Mariboru, Ljubljani, Tratah in Novi Gorici. S spremljevalnim kulturnim programom (gledališče, kino, pogovori) je projekt nagovoril javnost in krepil razumevanje pomena življenja v skupnosti.

V projektu je sodelovala tudi hrvaška partnerska organizaicja Kultura nova, s katero je Muzej norosti izmenjal dobre prakse vključevanja uporabnikov, manjšinskega gledališča in dela v skupnosti ter okrepil svoje kapacitete za nadaljnje zagovorniško delo. Projekt se je zaključil z nastankom kratkega dokumentarnega filma, ki prikazuje potovanje modrega konja in glas ljudi, ki živijo v institucijah. Film in projektne aktivnosti prispevajo k širši ozaveščenosti, krepitvi partnerstev ter dolgotrajni podpori procesom dezinstitucionalizacije v regiji.

Mandatory Direction for Deinstitutionalisation was an advocacy and awareness-raising project implemented by the Museum of Madness, using a unique approach at the intersection of culture, social action, and education to highlight systemic human rights violations faced by people placed in long-term care institutions in Slovenia. The project was rooted in the fact that many individuals remain institutionalised primarily due to the state’s delay in developing adequate community-based support services, resulting in segregation and social exclusion.

During the preparation of Slovenia’s Deinstitutionalisation Strategy, the project raised awareness among the public and decision-makers about the country’s obligations under the UN Convention on the Rights of Persons with Disabilities and the UN Guidelines on Deinstitutionalisation, while bringing forward the personal experiences of people living in institutions. Particular emphasis was placed on warning against the risk of superficial or nominal deinstitutionalisation, where institutional services are merely rebranded as community services while continuing to operate according to institutional practices. The project contributed to amplifying the voices of an often invisible minority and to strengthening public pressure for the development of rights-based, dignified community services grounded in European values.

What we achived

  • We informed and raised awareness among 1,582 visitors to the Museum of Madness about the importance of deinstitutionalisation and human rights violations in institutions.
  • We carried out the national advocacy campaign “Kakšna norišnica!” (“What a Madhouse!”), within which we collected 1,670 signatures in support of deinstitutionalisation.
  • Through five awareness-raising videos, we achieved 87,191 views across social media platforms and YouTube.
  • We established strong dialogue with decision-makers, including presentations of the campaign to the President of the National Assembly, ministers, state secretaries, and the Human Rights Ombudsman.
  • We connected and mobilised 12 non-governmental organisations, which participated in awareness-raising activities, signature collection, and public debates.
  • We contributed to preventing the eviction of residents of the Dom na Krasu care home, through public pressure, advocacy actions, and cooperation with decision-makers.

The project built on the What Kind of Madhouse campaign, through which the Museum of Madness raised public awareness about the rights of people confined in total institutions and promoted support for deinstitutionalization processes. The central element of the project was a tour of the international symbol of deinstitutionalization, the blue horse Marco Cavallo, who visited Slovenia for the first time and stopped in Dutovlje, Hrastovec, Maribor, Ljubljana, Trate, and Nova Gorica. Accompanied by a cultural programme—including theatre performances, film screenings, and public discussions—the project engaged a broad audience and deepened understanding of the importance of community-based living.

The project also involved the Croatian partner organization Kultura nova, with whom the Museum of Madness exchanged good practices in user inclusion, minority theatre, and community-based work. This cooperation significantly strengthened the Museum’s advocacy and organizational capacities for continued work in the field of deinstitutionalization.

The project concluded with the production of a short documentary film that follows the journey of the blue horse and amplifies the voices of people living in institutions. The film and the accompanying project activities contribute to greater public awareness, stronger cross-border partnerships, and long-term support for deinstitutionalization processes in the region.
