Projekt bo prispeval k boljšemu poznavanju pravice do protesta, povečal varnost protestnikov, okrepil pravno varstvo in omogočil trajne sistemske spremembe za zaščito pravice do mirnega zbiranja.

Z vzpostavitvijo PMVD kot osrednje točke za informiranje, podporo, spremljanje in zagovorništvo bomo vprašanje zaščite pravice do protesta naslovili celovito in proaktivno. V ta namen bomo pripravili poglobljeno pravno analizo pravice do protesta v Sloveniji, okrepili kapacitete za izvajanje opazovanj protestov ter vzpostavili mehanizme za sistematično spremljanje kršitev, identificirali ključne vrzeli v zakonodaji in praksi ter pripravili predloge za njuno izboljšanje, vključno s strategijo strateške litigacije, izvajali obsežne ozaveščevalne aktivnosti za splošno javnost, izdali zbornik ter organizirali konferenco o pravici do protesta, ki bo povezala akademsko, pravno in civilno javnost.

  • Razvoj novih orodij in materialov za večjo osveščenost in opolnomočenost javnosti glede uveljavljanja pravice do protesta.
  • Povečano in učinkovito dokumentiranje ter razkrivanje kršitev pravice do protesta.
  • Povečan pritisk na odločevalce in izvajalce javnih politik za uveljavljanje in zaščito pravice do protesta.
  • Krepitev prepoznavnosti PMVD kot ključnega akterja na področju pravice do protesta.

The project will contribute to a better understanding of the right to protest, increase the safety of protesters, strengthen legal protection, and enable lasting systemic changes for safeguarding the right to peaceful assembly.

By establishing PMVD as a central point for information, support, monitoring, and advocacy, the project will address the issue of protecting the right to protest in a comprehensive and proactive way. To this end, we will prepare an in-depth legal analysis of the right to protest in Slovenia, strengthen the capacity for protest observation, and set up mechanisms for systematically monitoring violations. We will identify key gaps in legislation and practice and prepare proposals for improvement, including a strategy for strategic litigation. Furthermore, we will conduct extensive public awareness-raising activities, publish a compendium, and organise a national conference on the right to protest, bringing together academia, the legal community, and civil society.

Expected results:

  • Improved knowledge, capacity, and methods within civil society for protecting the right to protest.
  • Development of new tools and materials to increase public awareness and empowerment regarding the exercise of the right to protest.
  • Enhanced and effective documentation and exposure of violations of the right to protest.
  • Increased pressure on decision-makers and public authorities to implement and protect the right to protest.
  • Strengthened visibility of PMVD as a key actor in the field of the right to protest.
